Try and put things together that are used
together.  Here the dusting brush, crevice tool,
and floor brush are put in a plastic bag and
hanging on a hanger above the vacuum clearer
that has its home in the closet.

Things that need to leave with you get placed
in the container.

If a pantry, closet, plastic bag holder is overflowing with
grocery bags, one option is to put a bag in the trunk of
your car and add some grocery bags (they can be plastic,
cloth, nylon whatever your preference). When you go to
the store you’ll be all set with bags. Not another plastic
or paper bag has to enter your house.
